There are many parts of Jewish tradition that require welcoming strangers. For example, it is considered a good thing to have guests at a Passover Sedar. For many, that is a key part of the Sedar ritual.

In addition to welcoming the stranger, there are multiple injunctions requiring fair treatment and legal protections for the stranger. In some ways this is the basis for modern, western legal traditions. People are have rights that everyone is supposed to uphold, not just a clan system or might-makes-right.
